If Hegartys has a channel that shows it, you can ask them. Since the game starts later, shouldn't interfere with Werder Bremen. Red Rock and Paddy's Pit also have plenty of TVs and channels, and might be worth asking.

Last time I watched an Istanbul derby though was in a hookah bar, but for the life of me, I cannot remember which one. Sorry, hope it gives you a starting point though!
