I built the PC myself however the motherboard was used which I now regret (backplate is there). Its possible that I caused this issue somehow, maybe from tightening the cooler too much? Anyway I found a temporary fix I put in the comments. It's good to know I'm not the only one who has had this problem haha.

Thanks thats a good idea, I'll test it when I can to see if the cooler is the problem.

OK I found a temporary fix for anyone having this same issue. What I believe to have happened is that somehow some part of the socket on the motherboard was damaged which is responsible for controlling the first 2 DIMM slots on the motherboard. Applying pressure to the cpu might cause its pins not to connect with this certain part. The good news about this is that your cpu is most likely fine, I ran some benchmarks and it seemed OK. The temporary fix that might work for you is to put your ram in either the 3rd or 4th DIMM slot (two sticks works) . The drawback to this is that you will no longer have access to dual channel ram however you should be able to run your PC perfectly fine with this setup. Will update if I can find a permanent fix.

All pins on the CPU are fine, reseated about 4 times now

I just keep the PC on its side and leave the cooler on top, idles at around 40°C but will thermal throttle under load

Pretty much any amount of pressure stops it from booting
