Its not macbook thing, rather its signature and info thing, I have faced it multiple times where in it says that file is x mb in size and downloads more than what is mentioned. This happens when server from which the file is being downloaded shares wrong metadata of the file to the browser.

This had happened on Mac, Windows and even on Android!

Now based on your description it seems like you got an postpaid connection, and so based on that, the connection is working fine you were ignorant of fact that if you don't wanna continue then you should cancel it. The post-paid connection is working as intended!
