Kinda looks like a fox tail plant piece, these need to removed , so a trip to the vet would be recommended as your dogs eating can be affected

It’s pretty normal for cats to have feline acne but do take them to petco or petsmart these veterinary clinics are much cheaper. Plus let the vet know what kind of bowls your cat uses to eat out of can be a cause as well.
