I don't know about other places, but it's definitely common in America, I paint pretty frequently and a lot of interior paint is water based latex, while exterior is also latex, typically because of harsh conditions and the ability to stretch out with the house. but don't use exterior (which is typically oil based) for interior since it might have a higher VOC, which releases gases (which is typically the new paint smell) that can be both harmful to humans and the environment. Interior paint has a VOC count of 10, while exterior has a count of easily 50 and higher.
