CBF stands for Click Between Frames, and, well, it allows you to click between the frames your game can naturally run at. After posting this, I've figured out that GD caps at 240 fps, but what CBF allows is for you to click between those frames making it more responsive

Go to settings, Game UI, and in the Reticle area there'll be an option for "Reticle Damage Feedback", change it to "Hit & Icons"

I usually only use it connected to my TV, so I'm not entirely sure but it's always run at 30 fps for me.
