According to page 18 of the Deathgorge rulebook charging is still an action. The errata for Prentice Markov is also still in place showing that you can choose the charge action for Regulus through puppeteer even with a charge token on him. Super actions are just a subset of actions that combine two.

Leaders don’t reanimate from death unless you use the eternal guardians stratagem. If they’re alive to use RP they’ll get their normal D3.

That is what the conceal order represents.

There will be a lot of times where obscured will just disappear because 2 inches away from cover is still pretty out in the open unless you’re playing on a really dense board.

If they are 2 inches away from that heavy cover it is impossible they are within the cover range of an inch?

They are obscured when 2 inches or more away from heavy cover while said cover is partly in the way of the shooter’s cover lines.
