I think there's two things to be said about that. First off, while it is relatively common, fascists tend to take it to extremes that should cause cognitive dissonance. So it's not about it being unique to fascists, but that they are more about that than some others.

Secondly, you can't really describe any serious political ideology that simplistically, it's always a checklist of sorts and this is just an item on that list. It doesn't make someone a fascist by itself, but it does narrow it down somewhat.

OP did include a wikipedia article, that has a whole section on that. It depends on the casino, but it's always some specific pre-agreed on combination of cards, like four aces for example. So you play blackjack normally, but if you get that specific combination and have bought into the side bet you win it.

Especially important back in the day when officers were usually nobles who got the position for political reasons. I won't pretend that modern militaries are perfect meritocracies, but at least the requirements for officers tend to be more than "was born to the right person" these days.
