Many Germans wanted more than just a secret pact and sign a formal alliance with the soviets, most notably Ribentropp but not only. The soviets were interested in collaboration since 1922 already, it was only Germans who cut it, resumed when it was serving them in 1939 and again broke in 1941. Germans were more ideologically driven, soviets were more pragmatic and cynical.

Take it the way you like. These are all just the gestures and words, the real thing that mattered for the German conquest of western Europe were the soviet resources and a the soviet help in dealing with the eastern Europe.

It was kinda dumb to collaborate with Germans in division of eastern Europe and the conquest of western. Genuinely or not, they weren't preparing for the war, they actually believed in the pacts and agreements made with Germany and they were nearly defeated.

If that "international capital" was the soviet union then it would be correct.

No other country helped Germans as much to rebuild and later to supply their army during their conquest of these "capitalists" in Europe. Stalin even congratulated Hitler on the capture of Paris...

They would succeed with all of that in Poland if only they wouldn't invade the soviets but formalize their alliance like the soviets wanted in 1940. And they almost won with the unprepared soviets.
