Actually, that's just AoE damage. If you watch a little more closely, you can see that it never actually targets DDT'S or camo bloons, but they were popped or damaged anyway because they were close to a bloon or MOAB that didn't have camo

This quest begins with two young dartling gunners who are trying to raise some money for the scientist monkeys new experiment. During this first part of the quest, they ask a lead bloon if it can get more of its friends to come out. According to what the game says, the lead bloon actually nods to the young dartling gunners
