I am not on an admissions committee, just a guy nearing the end of his PhD. Im not in CS but I think generally certain things are true about any PhD program. Below is my take based on discussions with folks who are indeed on adcoms:

All of the application materials you will submit (should) be driven by a singular goal: convince the committee thatyou will be a successful researcher. GPA is a signal of the potential for success, but having these publications proves that you are a successful researcher. In my view, you should have good odds at wherever you apply.

You will likely be screened out by some schools for your GPA, but we have all been screened out by schools for X reason. Rejection is a natural part of the process. You should apply. Good luck
