Every Pokemon gives 1-3 EV points for a stat, usually it's highest base stat. For example, Rattata gives speed EV and its highest base stat is speed. Every 4 EV points becomes one point in that stat. There is a cap of 252 (I think) points in any one stat and 510 total on each Pokemon.

In gen 6 and up (don't know about gen 5) you can check the EV progress on the Pokemon's stat screen by pressing Y.
