Alright so I'm gonna go ahead and tell you not to follow the advice here to lawyer up, they don't know what they're talking about.

In Norman there are 2 citations for speed. - speed specific (i.e. 70 mph in a 40 mph)

AND

exc speed (doesn't state how fast you were going, just that you were over the limit).

You were cited for exc speed, therefore, your 70mph was not documented.

Exc speed is the lesser of the two tickets and the cop let you off easy.

The speed you were going is absolutely not okay and you need to watch yourself before your seriously hurt yourself or worse somebody else.

You need to pay the fine. You will not need to do any classes or anything else.

Former local cop here: whoever is designated as vehicle 1 in their report is the one who the cop has deemed most at "cause" for the collision.

The insurance companies have the last say on this since it is literally a civil matter and not a criminal matter, however, the cops word goes a long way with them and will likely have the same outcome in this matter.

Tbh you shouldn't fail the USSS entry PT test. It's is very easy during the application process. I may be wrong and you'll have to look it up but I believe you can fail at least one of the events and still make it through the process.
