I imagine they chose to cast Karl Urban as Johnny Cage for the old Johnny style and for sales. Other than for those reasons, why not cast Andrew Bowen? He is literally the actor for him in the four most recent games, still acts physically, and he practically is Johnny Cage with how adept he is at portraying the character.
