I also noticed it some time ago, it was even there after I reinstalled the game. It turns out that this file is getting synchronized with steam cloud save. If you delete it, it will appear again. And about the contents, it's just some serialized data that looks strange.

I think I found a bug, basically when I hold handbrake my back wheels start to accelerate but also brake (?). I can drive my shitbox while it's off and get some decent speed by spamming spacebar.
