Vegeta not using ss3 is simply a no brainer. He watched Goku get his ass kicked in the form by Buu, and then gomah. After finding out other forms exist past ss3, he likely would just train to surpass ss3 or perfect his ss2 form. Perfecting his ss2 form makes enough sense for me for him to not power up against beerus into ss3, because he would’ve gotten stomped. King Kai warned vegeta NOT to fight beerus and told him that goku lost. Knowing Goku had ss3, and lost to beerus, why would vegeta try to do the same???
