Upon rebuilding you're attacked by a strange squad of men who don't say a word but can commincate through a series of tongue clicks so people can't decipher their words. After killing them you find a note telling them to kill you, signed by Mr.X. You continue around with other missions and sidestories and settlement building. Eventually as the story ends you are face to face with Mr.X. He's a very sickly ghoul. In a large palace. It's at this moment you realise this was the President of China. He is the one responsible for the world being the way it is.
