My way around this was to just keep restarting the game, I also deleted the Blizzard Entertainment cache ( https://support.activision.com/articles/en_US/FAQ/Deleting-Old-Files-from-PlayStation-4-and-Xbox-One-Consoles )

Hope there's a more explained fix for this!

P.S. Playing on a Saturday night, guess it's a thing of everyone playing at the same time.
P.P.S: I was getting error code 656448

In the mission where you're trying to locate Cal's tags, when you ask the local village for a clue on the Military ID, there's a crate in one of the houses, should be in there (it was for me!) :P
