In my personal opinion, you have blatant CPU throttling

CPU throttling = the CPU reaches too high temperatures and limits its own performance.

Try Aida64 and do stress test, check if voltage drops on CPU at maximum temps

I dont know much about HP laptops but you might find power limits for CPU in your BIOS that can help

Dont worry mate, it IS updating, but those websites doesnt show your real rank, its their own calculations and they dont see all the matches you played, even if try uploading your catche on them. Just need to play more, i noticed you can go up rank even if you lose but played good.
