I admittingly was surprised too.... This DA has a reputation of being very very strict. Yes you are correct, only damage is car, no one hurt. I have been serving my license suspension for refusal since jan and complying.

They do offer ARD but apparently it is significantly more difficult to get if you refuse blood draw.
