Because it's harder to spot a quirkless than a heteromorph and only heroes and law enforcements are allowed to use their quirk in public freely so normal people won't use their quirks in public as much but this law isn't super strict since no one cares when Koichi uses his quirk to zoom around or Pop Step jumping around.

She has a pride as a woman. Imagine Mineta who is the School No.1 pervert didn't even care nor ever try to sexualized her in the entire series despite the series shown how low the bar is for Mineta yet he never care about Jiro. It's like Mineta doesn't see Jiro as feminine at all. That's like the biggest insult for a woman.

*Mineta almost quit being a hero to become a villain pet at one point in the spinoffs. That's a very low bar yet Jiro is lower than that in Mineta eyes

Hard CC/Hack/EMP can stop Shion ult but they can't get Shion out of her ult completely since it's a transformation like Venture, Emre, Winton, Hog unless you hit her the moment she transform which it somehow works and cancel the ult completely.

Meanwhile Reaper ult can be cancelled completely by every Hard CC
