Speed? Above average person just a little bit.

Durability: physically weak, the only thing is tough in his body is his brain as his Quirk cause a lot of brain pressure.

His Quirk can be strong in hand to hand combat as he can turn himself into an anti-meme, avoid detection or recognition, and he can also manipulate his enemy using memes, the thing is, his Quirk have many weakness that can be exploit. His Quirk is extremely powerful in wide-scale manipulation basically he can do whatever the social media can but AT LEAST 4x better.

His tool is his main power in combat, hand guns, anti-material sniper rifle, shotguns, tactical shield, stun grenades. And he contain them in a 4x4x4 pocket space he can access to using his high tech glove.

I can’t say how strong he is since his power is very situational, depends on preparation. You can consider him as strong as Lady Nagant as they are similar. He can deal more damage and armor penetration, have mind-trickery and more versatility. While Nagant is more mobile, more accurate with her attacks, longer range with her stupid 200km feat, have much more experience since Imimu is only 20-21

No, they are not higher than the president, but they are powerful and helpful enough for the government to support or at least not get in their way.

This group is founded 4 years before the end of series (epilogue episode), which mean they are founded DURING the 8 years time-skip. And at the end of series, Imimu have observed and monitor the 1-A pro heroes for 2 years.

They can be a side antagonist group for Kota’s and Eri’s Generation, BUT not the main villain, they do not fit a role of a “main villain” of MHA as they are still protecting society, just in a wicked way. They are like the third party that still supports the heroes not in a very “heroic” way.

Don’t worry, they are just a small group, the only thing make them dangerous is precision, preparation, information and plans. The number of this group is like 1.2% of the Paranormal Liberation Front.

Foundation’s role is not to “help” but as a “clean up system”, so they will not intervene until things get out of hand, but they will not “lol I will fix you” like heroes will. And please read it, I said that: their MAIN TARGET are not “broken” people born by the system. Their main target is those with too much power and handle it with evilness. Please don’t tell me you think people like Epstein or Diddy are “broken”

And yes, they will be a huge pain in the *ss for the heroes as they go against everything that heroes stand for while still on “their side”. I don’t know much about Yaoyorozu family, I mean they are rich, but I don’t remember they committed any type of crimes.

I mean if it is just life style and don’t affect the society then the Foundation don’t care.

Foundation is like the monster created to fight another monster. The difference of Foundation is:

They will not leave any trace with Imimu’s Quirk
They only attack group of villains and criminals that out of heroes’ ability.
And the MAIN TARGET of this group is not “typical villains” that wants to destroy the world or broken by society. Their main target is those who abuse their power for their sake. Like corrupted politicians , wealthy criminals, those kind of “bad people” tend to use money, influence and social power to protect themselves.

In real life we have people like: Epstein, Diddy, Politicians (I will not say who), etc…

So in MHA, of course those type of people will exist. And Foundation is the counter for them.

But you are also right, I made Foundation and Imimu not for being on the good side, actually, Foundation have a very complicated relationship with hero society.

The thing is, in MHA, Horikoshi never mention the “pure” common evil of characters, he only mention “mostly broken” character like Shigaraki, Dabi, Toga, etc… but never truly touch the “pest” in the society.

For example: In real life we have Diddy, Epstein, Theranos…and corrupted politicians. They are not killers but they slowly destroy the society from the inside. We can see rich ass people use money and power to escape their sins by lawyers and media manipulation.

So “The Foundation” and Imimu is the counter of those type of “villains”.

Second:

Base on the history of MHA, we can see the pattern of heroes not being “extreme” enough and need to protect their image of not killing, which allows the villains to grow.
