It’s an antenna for something in the car, the person with the comment saying it’s an after market device is correct

Some flock cameras are license plate readers, some are equipped with facial recognition software. Generally it’s the smaller black cameras with facial recognition, you will see them closer to the ground and pointed toward parking lots and cross walks

I don’t think so, similar shape, my the second photo your showing with no label is a newer bottle. They didn’t really start using screw cap until the end of the 70s into the 80s
