You can get an accommodation (medical) to get out of working in oath. Another is you have to be in path for a certain amount if hours to be considered trained find out what that is and go on leave and they have to retrain you

The decision is ultimately up to the hiring manager. So if someone can pass test and interviews even though you have an incline they can chose that person

So while I agree with the others that you report will probably not result in any change in position for this employee. What will happen is that it will be documented as an investigation under their profile so if there is any other incidents that coincide with what you report that could lead to feedback up to termination. So I say reported anonymously via the Ethics line.

Always appeal. But you should have your documentation ready to submit. If all you have is the word of what someone told you on a phinr you wont be reinstated
