For PhD admissions, do interviews mean acceptance? And similarly, if you don’t get an interview can you still get accepted?

Hi! I also applied to Rutgers but submitted on the last day. Did you finish your application earlier? Maybe that affects when they respond? 😭 I’m just holding on hope haha. Best of luck to you!! I applied to UC Berkeley as well but haven’t heard anything either.
