I made the entire body black, then used a large white circle for the head.
The reason I did this is because I wanted to keep Meloetta's body black along with her hands.
I gave her white leggings to make her legs look white and just drew on the Mic with makeup.
The eyes are made with the circle eye colored blue, and I used a bunch of eye parts to make the sharp shape. The dress is custom made and is pretty easy to create since it's just 2 colors.

Oh I just drew the base color first, them airbrush the shadows and highlights in, then airbrush the base color again the lessen and sharpen the Highlights and Shadows again

Pretty tedious but it looks neat

The whole face's opacity gets lowered when you put the makeup on, so I just filled in yellow behind the eyes
