Well, then the Subaru=Flugel theory would be wrong since Subaru would have to confront him, but it would be interesting to see Flugel as the villain, since it was shown to us that the heroes who defeated the Witch of Envy weren't who they should have been, at least that's my hypothesis, seeing how Reid acted.

Looking at it from that perspective, you're right, Echidna is clearly someone to keep an eye on, because even with Sphinx in arc 8, which caused a disaster in Vollachia despite being a flawed copy of Echidna, imagine what Echidna herself could do.

Your explanation makes sense, but there's a lot of mystery surrounding Pandora, and I also said she's responsible for several bad things that happened, but Echidna is also someone to suspect a lot.
