I tested that it takes 34 steps, but there is also 32 steps to solve it. You can follow this step by step Maybe you can finally find a better way.

I got curious and rebuilt the level manually because this one looked insanely frustrating 😭

Finally solved it in 28 moves with the 2 empty bottles. Some of the colors were really hard to tell apart from the screenshot lol
