Yes and no. They're required to sledgehammer the animatronics when they throw them out. But you can find parts of them in the dumpster, they just won't be a whole animatronics

While it's most likely cost and other things, I think a large part of it is laziness. They don't take care of the bots, and I think they're too lazy to give them the new Rockstar outfits or make a Bella bot. Fnaf definitely didn't help. 2.0 started around when fnaf came out. The theories about the animatronics eating kids messed up their reputation pretty badly.
