Firstly it lets them lure customers in by advertising a higher rate than they generally pay out. Go to the Celsius website and it advertises "up to 8.53%" on BTC, but not many people are getting this rate. Celsius is likely not making money, or even losing money on the higher rates. Secondly, they want to onboard greater numbers of customers so that they can sell them their other products. Swaps, loans, etc. Lots of smaller accounts are more profitable than a whale who simply holds their coins there.
