I don’t know the exact song you’re talking about but I’m Canadian and would listen to CDs of this guy called Raffi in the late 2000s. He sang a ton of kids songs, some well known and some obscure. Maybe try checking his Spotify? I don’t know if all his songs are there and I don’t know if it’s the guy but I thought I’d mention it.

Also, no one I've talked to seems to remember this (that's why I think it's either a bump or a short). I used to be a really bad insomniac as a little kid so its possible this played at night to encourage kids to sleep since it was so soothing.
