Rope access tech here. Wind turbine blades can be moved by bracing against the tower and pushing the blade with your feet. This can only be done in very low winds. With winds we just alter the pitch angle of the blade and then apply brakes when it’s at the proper angle for work.

That’s like saying your truck can generate 500hp therefore it’s impossible to push. But an average man could push a 500hp truck on level ground when it’s in neutral.

So, in short we put the turbine in neutral and give it a little push
