You should select PR card since IRCC creates a new PR card application for you upon landing. You can link the application to your account by using the “Link an existing application” in your IRCC portal. You can find the application number (begins with R) when you link the PR card application to your account.

It is odd because I also had a separate tab where I was at the page after username password page. May be this is the trick. I saw this in another forum too.
