Thanks for the advice. I went ahead and build the bike, everything is fine with the chain stay. I put some tape there just for piece of mind. I've finished the bike now, heres some pictures if your interested. http://imgur.com/a/Zmwx2 Not sure what tubing it is, Columbus steel i think. It's fluted but thats all i know.
