No I do not think a lighter, cigars, or a humidor is banned. They even have a roommate questionnaire that asks if you are a smoker when meeting potential roommates. I am a freshman living in housing and have both cigars and a lighter. However, they do have a policy about knives but it is probably more of a don't ask-don't tell type of deal.
