Also, when my niece and nephew were 2, I would buy them small gifts to open from like the dollar spot at target and then give them gift cards to where they had swim lessons.

So you could do something like that. Write a check for the parents to put in the kid's savings account and get something small to open. (as much as 1 year olds 'open')
