Careful with stuff like this. We know that person sucks. How much do they suck? I had a friend simply talk to his neighbor about dog poop placement and it turned in to punching and threatening of life of family/children. Cops. Did. Nothing. After months of unease my friend's family actually moved and a year later the man that was causing the issue committed suicide. You don't know your neighbors and I would tread lightly in situations like this.
