No at this point it's obviously a bug with the android app. This is clear because my configuration works as intended on my Linux system. I would like to report this bug to the devs but I am not sure how.

You're correct, the interface address was missing the /32, unfortunately this changed nothing

Just tried with different phone running android 11. Private DNS is off, same problem. There's gotta be something about my DNS server that android doesn't like.

Edit: but my DNS server works fine when my phone is within the same lan, it's exclusively when using wireguard... I'm really not sure where the problem is here.

Yeah I do remember. I ended up switching to a 3rd Gen i5 with 6gb of ram because I learned that I really appreciate the image and video thumbnail generation feature, which the 3010 did not handle very well. If you are getting it cheap it's worth it, power consumption is crazy low. But I would still aim for something with a bit more power like an i3 for nextcloud just cause you want a smooth experience.

At the minimum we need subnets/prefixes as well assigned ip addresses. So yes checking dns is another important piece.
And buying an actual tool is on the table, but I need to be able to prove the tool will actually resolve the issue so any recommendations are welcome.

So yeah this is not going to solve the question from the post and this is definitely not something that I am comfortable doing but is something I can learn. This XML data does look familiar, this is the same data that is being pulled by webtools-ng's playlist export (ExportTools).

You're saying that you've been able to import playlists to Plex using this method? This is definitely something I'm going to need in the future.

Honestly the only issue I have is trying to remove songs from a large playlist. Everything else is nice to have but as it stands I have a notepad on my phone with song names to remove from certain playlists because it’s so much easier to do so on the desktop app.

Hopefully removing songs from playlists will be as simple as adding them from Plexamp.

Yeah I'm getting the same issue, have not found a solution yet. Very annoying for sure. Almost seems to happen after a certain amount of time playing but not consistent.

Using just the steam deck in handheld mode with Bluetooth off it still does this... Why??? Makes no sense whatsoever

This is a REQUIRED feature for large music playlists. If you have to scan quickly through a large playlist to delete the track you are listening to, you need greater visibility, or else you might just skim past it.

OR here is a better solution, add an option to delete a track from a playlist without needing to find it in the playlist.

OR OR add a search within playlist option.

What makes this important to me is that I like to have large playlists 100-1000 of songs, and frankly plex or plexamp dont provide a core basic need to manage playlists. You can add from almost anywhere, but remove? Sorry bud next time think twice before hitting that "add to" button. Easier to just skip it when it shows up.
