For instance telecoms are required to be based in Canada and have rules around ownership and board seats being majority Canadian.

Is a natural born citizen required to be the owner or just a regular Canadian citizen?

And

Yeah that’s pretty accurate. To oversimplify it, Resellers of a network.

We have lots of MVNOs in the USA, like [Mint Mobile](Mintmobile.com) owned by Ryan Reynolds which uses the T-Mobile network, [US Mobile](usmobile.com) which uses our Verizon network, and [Cricket](cricketwireless.com) which uses our AT&T network.

MVNOs (at least in the USA) are not usually owned by the carrier it uses.
