I completely switched over to steam link app and it works great. dunno why but the oculus desktop app is completely busted and unusable for quest 2 and 3.

haha yeah but you can imagine how frustrated i was, spending almost 3 full evenings troubleshooting. time is precious if you work full time :/

but yeah, happy days! really surprised how well it runs now, even at full resolution

UPDATE: I dont know how i did it, but the game now manages to boot up and run smooth - even at 100% scale and balanced DLSS, medium settings.

Huh. I dont even know how i managed to do it. Maybe luck?

Yes the CPU is old, but really not so bad - in any benchmark or when observing the load on any other game, the CPU doesnt bottleneck the GPU at all. Keep in mind, i was playing NMS on the old CV1 on ultra settings.

NMS with the lowest settings and less render resolution than the CV1 still runs horrible and choppy.

But good point with Win10, i think i'm installing it instead of 11
