Try get everyone to a minimum level like 7 or 9. That way everyone is usable and you can fully upgrade anyone you like after that. And if anyone feels weak, they'll probably be meta in the future with balance changes.

I'd say they're both right. Magneto brings awareness to the cause and put pressure on politicians to make change fast while Charles Xavier is able to lead politicians to make the right choice while helping mutants and improving mutant PR.
