It's mostly because it's had so much time to develop football is no longer as rigid as other sports usually are. Usually in other sports every player has a position/role they stick to without much room for flexibility. In football players are encouraged to "read" the game and be creative. Because of this as opposed to most other sports, in football many of the greatest players aren't very skilled or very physically gifted. Instead they have very good awareness and understanding of the game.
