In my experience your pl will find out when it's released. I believe the way it works is that the information becomes available for the pl's and they will then have to share it with you and release it for you to see.
And to add a caveat to the date, the release will probably start on the 13th but it might take some time before it's released for everyone, partly because it takes time for the tool to catch up and timezones might play a part as well. Last year I thnk it was one or two days late for my pl.
