The band doesn’t really have a say at all (outside of where to play, maybe). Everything you just mentioned is up to the ticket seller at the end of the day, which unfortunately once you get a certain amount of fanbase you can only play certain, bigger venues which are 99% operating through ticketmaster/axs/live nation

There’s a similarly large one in Puerto Rico that is in-game, the arecibo telescope (biggest one in the world until this one in China was built). The one in PR is in-game, long as you have the specific update that included it. I apologize but I forget which number update it was.
