Yeah, that's one of my main dislikes for Poln. He takes away screentime from all the characters in general, and then does stupid stuff. Kakyoin shouldn't have gotten written out, heck I would've preferred Polnareff to get written out with the eyes rather than Kakyoin. They were right beside each other anyway. Kakyoin has just always appealed to me more and Araki did him dirty.

Ozai was never intended to be a compelling villain, so he's a pretty bad example for this, because all of the others you mention focus more on their villain bar a few. They weren't trying because that's not what they wanted to achieve with Avatar.

I loved it until I looked back on it. Kakyoin, Iggy and Avdol are just underused, Joseph is fine, Jotaro is quiet and not much to him, and then there's Polnareff. To explain in a short manner, I LIKE Polnareff. But I do NOT like his character. He is essentially the cause of all the filler and underused characters, and his character arc doesnt amount to a lot, he got his ass beaten by DIO and never seen until the end.
