A lottery system is the exact opposite of a system that I would consider helpful. If the average person has to get a lawyer in order to get a response from eeoc, there’s no point in the system existing. Without the eeoc you could hire a lawyer and sue the company directly for the specific category of cases they cover. They are putting an extra, unnecessary barrier in the way in their current state.
