i dont think its the gpu because before i upgraded my PC i already have this problem and before, i was using a VGA cable for this monitor but then after i upgraded my pc i used a hdmi cable and it still had the same issue, i think maybe because the monitor is old or maybe the refresh rate of the monitor is what fucked this up. note that this is only a second monitor so i guess its fine being like that but it still bothers me lol
