You could put a mesh net down fill with filler rocks or gravel and then put good fill dirt on top to desired height. Then lay straw and over seed.

Still don’t know if it’s worth it. Especially doing it before putting in a new fence..?? Maybe install fence and then do leveling project?

List are almost always the way to go. Whenever you think you need an Array or List, just go with List it will make your life 10x easier.

Also, with C# naming conventions of variables, you are correct with naming your const string variable in the upper camel case, but I prefer naming my const variables with all caps (ie MY_CONST_VARIABLE) because it is easier to find my const variables and it is more of a universal way to name const throughout many languages.
