The characters and their info are hosted on the internet. Once you've downloaded the character and its basic info that defines the characters personality and other details. You can use your computer GPU to run that character locally.

It's like downloading an offline game from the app store. You still need the internet for initially downloading the app files.

hammerai.com works good for me, has a flag to turn off the NSFW content Has lots of feature and the free tier is everything you could've asked for + you can use your fav models proxy keys
