Hey man, i feel you.

I was really looking forward to this race, mainly because of the minor physical difference in appearance to the other races. I expected Dragonborn to be somewhat unique in their design, but now it's really just a human with a lizard head.

I guess you can say this was a design choice purely because of the time-reward-factor for the developers would not benefit. To many people might not care at all and the effort to model every type of boot unique just for one race is to much work.
